What kind of bird is it?  This will help decide the best course of action.  Also, how old, what is his past like, cage size, how long have they had him?

Is it a cockatiel?  If so, you might want to ask Tracy about this - she is the cockatiel queen!!
How much time out of cage does the bird have?  Is it well socialized?  And are you talking breaking the skin biting, or just bluff biting or just nippyness or beakyness?
