Title: Betta question

My betta has been acting funny for a few days now.  He is just sitting at the bottom of his tank in or around his rock (it has hidey holes in it).  When I noticed, I immediately cleaned his tank because it was time to and thought that would help.  I keep testing his water and all the levels are fine.  I have stopped feeding him to see if its a swim bladder issue.  He seems to have a hard time swimming to the surface.  He still moves around just fine and will swim up to see me occasionally, but hasn't been coming up for dinner.  I figured give him a few days of not eating to see if he improves, but is there anything else I should do?  I can't see any physical signs of something being wrong.  But it worries me that he's not as active as he usually is.

Im sure that someone else will chime in. I have a few thoughts. In order for them to live they have to get to the surface.
If he is weak he may not be able to make it to the surface to get enough air. I would suggest lowering his water so he has less to travel to the air. You will need to make sure you keep the water changed more often.

I dont know what to tell you about what else may be wrong with him. I am just worried that he isnt coming to the surface enough.

What do you normally feed him?
He could be constipated - you can try giving him a little bit of a boiled pea to help.

Oh yes I forgot the boiled pea thing! 
He gets fed a small amount of frozen brine shrimp every other day.  I've been wanting to start having him try freeze dried bloodworm but haven't yet. 
He's able to get to the surface and goes up when he needs to, he's just not swimming around as much.  He just goes up and then back down.  I can't lower the water level anyway as the filter and heater would not work then (he's in a 10 gal).  I did run out of filters so his needs to be changed soon so maybe that will help as well, but the water has tested normal and safe for everything. 
I'll try the boiled pea and see if that helps.  I didn't think of him being constipated but it makes sense.
