Rats in Milwaukee/Chicago need home

We have some grown, very tame, loving rats we need to find good homes for.  We have handled them since birth, they are all about 6 months old and very healthy.  Please consider adding a couple because we have been sanctioned by the city and if we don't find homes they will be taken away.

Exactly how many rats do you have?

We have 8 girls and 11 boys.

That doesn't seem like so many that the city could take them away.
Is there another issue?

ps. I'm waay to far away in ca to help, but I'm always curious as to why people have to give up their pets.

My husband and I talked to some people and found out that they can't legally take them away.  So we are not worried any more.  

I love all of the rats, but I, personally, think we have too many and I don't have time to give them the attention they need.  But I will have to do my best, since I probably won't be able to part with any of them.  Except two males that are new, we adopted them from one of my sister's students.  They had nowhere to go.
