I work at the Santa Barbara County Animal Shelter, just last night we were left with a box of abandoned domestic rats. There are 11 rats total, 2 of which are the male and female (parents), the 9 are juveniles (total there are 4 males and 7 females). I don't know if you can help us or know of anyone in the Santa Barbara County area who is affiliated with Rat-rescues, but we would appreciate some help if possible. Oh, poor ratties!  I'm from Santa Barbara originally.  Do you have any pictures of the rats?  IS there a rat rescue in Santa Barbara?
