Anyone have rats that are afraid to climb the ramp to upper levels?

I've tried to lure them with treats, I even put one up on the level and tried to lure her -down- the ramp with treats and they're totally freaked out.. =/

I've had that before, once with rats, but a few times with other species.  I put EVERYTHING on the to level, except for water and less tasty food.  Hammocks, treats, yummy food, houses, and everything else was on top.  It didn't take long before they figured it out.  Also, try to make the jump/climb between the levels nice and easy too.

Interesting, as I have the opposite issue. My two little boys ONLY stay on the top shelf most o the time.
