You may want to wait a while then until you can afford a proper cage, good food, and to have two rats :)

A lone rat can have more problems than one with a friend. It can become lethargic and develop extremely strange behaviors (ripping out its own fur, ect.). Caring for two rats, honestly, isn't different than caring for just one. The clean up will be the same, and they definitely won't be eating you out of house and home. A happier rat makes for a healthier rat. :) Having two rats makes it easier to tell if something is wrong with the other, too. You can see what is normal and what is abnormal by comparing them to one another.

When I got my first rat, I was COMPLETELY uninformed. It was a spur-of-the-moment buy, and I walked out of the store with just one. Maybe an hour later, a friend convinced me to get my rat a friend, and so I returned. I was so worried that I wouldn't be able to provide the individual love and attention and that it'd be incredibly more difficult to take care of two, but I didn't have any problems with either of those those things! In fact, I've now got SIX ladies, all of whom I love and care for dearly.

If you have any questions about anything and this thread is making you uncomfortable, you can definitely email me at oglekk@gmail.com. I totally sympathize with you because I was in that position myself not so long ago. I must've spent more money trying to figure out what the right thing to do was cage and bedding wise than anything I'm doing now. You were right in coming here and asking advice, it'll save you money in the long run. I wish I'd done it.

Then I'm going to second(err, third?) what Shrute said about not getting rats at all. Rats need to be in pairs. In the best interest of your future rats, you need to have atleast two.

males are usually cuddlier and calmer (in most cases) than females.

But I'm going to third what everyone has said..

Well this is the cage;  http://www.petsmart.com/product/index.jsp?productId=2753322

It may need to be meshed for girls, I used it for four large males.

I don't know how to ship, but I'd be willing to try if you're willing to do the best you can for your rat.  That includes getting her a friend.  :)

But honestly, if I were you, I'd go for that CN.  It even comes with the rats.  :o  And the CN is the best cage I've owned so far [though I have double].  Plus you'd be helping out a couple of boys who really need a home.

I'd love to help but I have my mind set on this pretty, sweet girl... and that cage is just a bit out of my reach cuz I want at least 300 saved up for vet bills.

I would definitely go for this. The cage alone easily runs for $150 new, so getting it and 2 already bonded rats for $25 is an amazing steal. Is there a particular reason why you prefer girls? I find my boys to be much more laid back and less rammy than my foster girl rat. Many times, boys turn into giant cuddle-bugs. You said you want rats to cuddle with. I would opt for a boy, because they tend to mellow out as they age. Girls have a tenancy to be very active and do not wish to cuddle. There are exceptions to this, but the general case is that males are cuddlers and females are very active. I see this scenario fist hand with my resident boys and foster girl.

Please contact that person and see if the rats and cage are still available. You won't find a better deal anywhere.

EDIT: How is $25 out of your reach? I understand and appreciate that you want to have $300 saved for vet bills, but $25 isn't a lot at all.

Then I'm going to say it again: You need to wait till you have enough money to buy a proper cage, good food, and atleast two rats.

Unfortunately, sometimes it's not about what we as owners want, but about what is best for our rats. Rats are social creatures and can become depressed easily if they do not have a same-species companion. A human companion simply cannot replace the companionship of another rat.

Then get one of her sisters with her. There is no way around the "rats need to live in atleast pairs" thing.

then i'm going to agree with everyone else you need to wait. I see alot of benifits with these two already bonded boys.. including the fact that one is neutered which helps alot with medical issues.

but in my personal opinion and I'm sure a few others You are not ready to have pet ratS

Getting the girl you want isn't that far out of reach. One of the boys is neutered. You would have to neuter the other boy, but you could easily introduce the girl to these 2 boys. The CN has smaller bar spacing, so you wouldn't have to modify it for a small girl. You would have to do research to find a vet that will do a neuter and find out the cost (ranging from $50 to $200 most times), but if everything works out, you can still get that girl and take advantage of the amazing deal with the CN plus 2 boys.

Listen here I can't help it if I have a bond w/ a girl rat! Why hasn't anyone else gotten them if they're such a great deal?
