I see two problems with this:  first, the bars of a Ferret Nation are more widely spaced, so baby rats and small females have been known to escape.  Also, the direction of the bars is primarily vertical, which is not so great for rats, because they love to climb.

But the more important problem is that the add-on is not a complete cage.  It comes with four walls and a floor, the idea being that you replace the roof of the original cage with this floor (which has a hole in it, with an attached ramp, to allow the residents to travel between levels), and use the original roof on top of the add-on.  You need both a floor and a roof to hold the walls together.

Trying to use an add-on unit as a stand-alone might turn out to be more trouble than it's worth.
What is a rat?  King-sized love in a pint-sized package.
