re-painting bass pan help

I hate the blue I painted my bass pan. Plus it's all nicked and frankly has a little funk to it. I was thinking of repainting the thing again and doing a better job *hopefully*. I know the steps to paint it, but not to re-paint it.

Do I just paint over? Do I have to strip all the old paint off? Ect? I'll probably take the thing to a car wash to really pressure wash the thing all off when it comes time, but I don't know what else to do other than that.

I'd see if there were any instructions on the paint can/tin/bottle... and if not there, check out the manufacturers website.
