Rust and repainting a cage? (reposting from Rat section)

Reposting here as it's a FF cage even though I intend to  use it for rats. Any help appreciated!

I got a Feisty Ferret cage off Craigslist for pretty cheap--the guy had chinchillas in it, and had evidently dismantled it after rehoming them without cleaning it. I knew it was likely to be less than perfect, but for the price really couldn't see why not give it a whirl unless it was hugely rusted. After a good hard scrubbing (chinchillas are messier beasties than I had thought, evidently!), there are some rusty bits, mostly on the bottom grates and corners.





That's the worst of it, though there is a bit on a couple other pieces.

Can I just take a small wire brush and scrub it down then spraypaint over? Should I paint the entire cage? If I did, has anyone painted over powder coating, and how did that go for them? Also, anyone paint theirs cool colors, and could you share photos?
