I know there was one and I can't think of the name, I have a friend looking for some rats.

I don't know what ISO means in this context, but Dakota's Dream is in Winchester, VA.

Small Angels Rescue is based out of Frederick, MD but they adopt out to Northern VA too.

I just talked to a good friend who is the main Rat Coordinator with Small Angels Rescue and neither she nor the other rat person told anyone this, Small Angels Rescue is more than willing to adopt out to first time owners; perhaps it was another rescue? 

If your friend is specifically interested in rats up on the Small Angels website tell them to drop me an email and I will pass them directly to my contacts  jhuber1976@gmail.com

And furthermore she told me there are a pair of young dumbo girls who would be perfect for a first time adopter:  Niki and Noel
